theses numbers don't really mean alot. We'll have to see benchmarks to get an understanding of what system can really do what.

I can tell you that the daul core processor will (in the short term likley) be better then the 8 core (7 on, 1 off) PS3 Processor and even the 360's 3 core processor, because it's less cumbersome for programmers.
