Anyone who wants to can JOIN the clan, and anyone who wants to can compete. If it's a gladiator-style match where each clan determines it's best for a west-side-story-style-rumble-with-lots-of-ballerina-moves-and-snapping, then you would have an inter-clan tournament first. Competition should never determine who gets to join.
