Revolution Arcade?

I must admit, I am very jelous of the 360's arcade feature. It's very nice, it's got a nice lineup of original and classic arcade games, and even online scoring and mutliplayer. It's a very cool feature, and that lead me to wonder... Will Nintendo allow casual developers to distribute games through their own service much the same way that developers like PopCap games are using Arcade?

I think it would be a sensible idea to do so, but even if they did, how would the software come? Would it have to be modified to run on Rev hardware (which might be good considering the controller), or will it use a console emulator, or come with a custom emulator? Does anyone know how the feature works on the 360?

I've been thinking about this a little while, but this article really got me contemplating it:
