i would not know how to stop noobs from PMing people anyway, unless i made a very large usergroup that would be their main one and turn off PMing for it... but i'd have to turn off PMing for registered users 'cause then the noobs still could, and unless the people are in another usergroup, they couldn't PM either.

it'd take me forever, with the near 1500 users we have now.
