Get an R4 and a microSD card, you can get the whole bundle for about $60. You need to buy online because stores won't carry that kind of stuff since it's popular for piracy. I find Sky2k.com to have some of the best prices for R4 (that's where I got mine), but you might want to look elsewhere for the microSD since 1GB is about $10 and 2GB about $20 on Newegg.
If you want to play GBA homebrew, you'll need to get a GBA flash cart (which you can use along with the R4), but I've been fine just sticking with DS homebrew.
