The Browser is just a stand alone internet surfing device for the DS, Even thought it can't use all types of flash software its still usefull.
Also, if you know websites that can give you the weather ect then you can go to them.
SO, yes it can do all the things you wanted it to do.
But remember you need a wireless router or USB connection of some sort.
