the word noob

whats everyones position on the word noob? do they consider it insulting or just a word that describes a person who is new at something?
ive seen some people who use it as an insult. ive also seen people offended when they get flamed for using it, saying that they only used it for describing a person who is new.
so if u were called a noob would u be insulted?
