I agree, CS is far overrated, the most creative aspect of it is the maps, while everything else (especially gameplay) suffers from a major lack of uniqueness. Valve is like EA in many ways, they charge money for things that should remain free or at least very cheap, such as Garry's Mod and various other mods, and I'm still not happy about how a 7 hour game with almost no replay value (talking about Episode 1) cost $20.
Epic (the UT2004 devs) promote mods and indie game designers, they're basically as much into gaming without limits as most of us are.
Here's some points why UT2004 is so great:
1. The bonus disk has many hours of video teaching how to program in the Unreal engine
2. They release loads of free content (especially maps)
3. It's one of the few modern games that doesn't require the disk to play, meaning LAN parties are easy to set up and run with a single copy
4. It's one of the few games with demo/full cross-compatibility
5. It's one of the few games with a demo that almost doesn't feel like a demo (sort of like Enemy Territory) and has multiplayer replay value close to the full version.
