Water cooling is expensive, air cooling is a lot cheaper, and clearing out dust and moving stuff around in the case for better air flow is free. I don't think overclocking is worth it if you experience cooling problems, unless you have a disposable income which you could use for a better CPU.

no you can make your own water cooling system for about £50 which is just over the price of a game over here or the same price as a xbox 360 game at the moment and your own water cooling system will work better then most cheap solutions (i say cheap as they are not but the cheapsts kits you can get) and will only be better by ons that cost in excess of £200+

but now days you can get a very quitet air cooling system for your pc for about the same price as a a home made watercooling set and with the advances in that you can get simalar temps (as long as you dont have your pc in a very warm room) but watter still is better just at the moment

i think the chapters are good, they are waiting till full photo realism is possibly b4 releasing hl4

They already said they're working on Episode 2 as well. I bet they'll get at least to 3 before they work on HL3. Possibly 5. Perhaps they'll just make it fully episodic and update graphics incrimentally.
