So then they're just adding additional layers to be certain nobody imports. Region locking isn't all that effective against importing because all that's needed is a game from the same region as the console. On top of the region locking, they're releasing it at the same time worldwide so people would wait for more stock instead of importing. Two layers of import security, probably strong enough to eliminate 99.9999% of importing (the rest are people that want to hack or compare or whatever they like doing with consoles from other countries).

Here's an idea to stop imports: RELEASE YOUR GAMES IN EVERY REGION

They could, but then they'd lose too many developers. They'd either need to release them even when they aren't the native language, or they'd need to force developers to make all their games multilingual to support all the major languages, which I'm sure is a huge workload most of them wouldn't want to bother with if they weren't going to release the game globally anyway.

It's not really an option for the smaller developers to release in multiple regions, unless they have a large publisher. So "releasing games in every region" would be too much of a burden on all developers, big and small.

Just as easily as they could try making their own games and not allow 3rd party devs. There's a load of things they can do that's a bad business move, and I'd like to say they've done most of it.
