That's about right for what you told me is your ISP rated max of 1536kbps down and 384kbps up, the real speed usually jumps around a bit based on a number of factors (many beyond your control).
Basically try to keep your PC resources as clear as possible (by closing down programs you don't need and reducing CPU priority on the ones you want to keep but don't want to steal CPU cycles from your games) and keep your internet bandwidth in the whole network well below the rated max.

If you're using DSL, that would be pretty normal.

But if that is cable, then yes you have some big issues...

I believe most broadband providers in USA offer unlimited monthly bandwidth, at least Comcast does. I've heard from a friend a couple years ago that it was next to impossible to find unlimited monthly bandwidth in Australia. I sorta compare limits to dialup in a way, I'd never want limited bandwidth just like I'd never want to go back to dialup. I use a lot of bandwidth playing games and downloading stuff and streaming stuff, not to mention I have my PC running 24/7 with a TS server and several other online enabled programs (mostly messengers).

i hate being in australia sometimes... i mean here like 45 bux a month gets ya 1gb of dl... ive allready used 52% of that :P

just reset your network, unplug everything and leave it for 2 minutes, plug in modem, wait 2 minutes, plug in router, wait 2 minutes, then turn your pc on. should be your normal speeds again. I have to do this every month or so with my DSL or it will go from ~1100 to ~300 (but it costs $12 a month so its all good)
