Yeah there's several ways, like sometimes the OS installer lets you configure partitions, but Partition Magic is the easiest I've found and it's easier to know what you're doing. It also works in both Windows and DOS as a boot disk (with Win98 style GUI).
Edit: BTW Firefox has a basic resume feature like download managers, so you don't really need a download manager to resume an interrupted download as long as you have Firefox (I don't know who wouldn't, it's so simple even Lkr could use it).
