I't differs actually.
You shouldn't ever cheat in a multiplayer game. Thats just cowardly and annoying. But when you play a single player game more is open for you to cheat. But it doesn't mean you should.

Never cheat in multiplayer unless it's allowed (such as sv_cheats is enabled on the server). Multiplayer cheaters are like robbers and are very hated, they steal the fun and fairness from everyone else just so they can either look better than everyone else or not look as bad as they are.
Cheating in single player is a personal thing. It doesn't (or shouldn't) affect anyone else and it's your own damn fault if you screw up the experience. As I agreed with Clayer, personally I think cheating in single player is fine once the game is beat. Sometimes you can find interesting things by using cheats, such as in HL2 by using noclip you can find hidden areas disconnected from the otherwise playable area.

i dont usually cheat but i am so bored of it now like you guys know wat it is like to beat a game over and over and than get very bored of it.

When I beat a game I move on to something else, like another game I haven't beaten yet or simply back to multiplayer.
