Under regions and settings on XP, you can add support for japanese chacters, which will make all those ??????? on the pages magically turn into japanese. Unless you can understand it, there's not much it's going to do for you though :P
The problem with translating most japanese websites is that the font sets for web display are really limited, and as a result, most japanese web designers opt to design the majority of the page as a graphic with the text embedded inside so they have more control over how they want it to look, where as westerners use ascii text over a graphic background in contrast. The problem that arises is when you translate a page, the only english you'll see is links like, "home, back, top, next" while the rest of the page is still in japanese :P
