my budew is like lvl 22 and still hasnt evolved yet... what is the deal

I think you have to evolve it in the morning, when it is very happy. Like my Crobat at night. Evolved almost immediately after becoming a Golbat.

Here is how to-

Give it two poffins (made from berries), and it will become really happy. (Make it the kind of poffins it likes- EXAMPLE- If it liked sour, check the berry tag before you use it, see if it makes a SOUR POFFIN, and put it in. Then feed it to your Budew.)

Then, level it up before eight 'o clock in the morning.

but doesnPokemon D/P have the same time setting as Animal Crossing?
So waking up before 8 (which is hard for all of us) is gonna be a troublsim task...>

Yes.... animal crossing has the same time setting as animal crossing...

DP is based off of the clock in the ds, so you can just mess with the time if you want to get a certain event. The only downside (afaik) to doing so is that you have to wait another day to transfer pokemon via pal park.
