yeah, it's just a joke.
There are alot of people complaining about the need to reboot the DS almost everytime you alter something, plus you can't get back to the OS while playing a game.

Clearly that's a windows problem, but it's humorours to see a huge PSP with a big ol' error on it.

It's incredabilly bad form.
I remember doing some stuff in class for networking with Windows 98 and we spent most of the class waiting for Windows to boot back up everytime we changed a setting..
It's not so bad with the DS, but you should be able to go from picochat, to the settings, to your games in a more fluid form.

XP is alot easier..
takes care of everything for you...
98 (might have been 2000, my friend says 98) required us to reboot for every little thing.

Oh windows 98 was terrible for needing reboots. It was even recomended that you restart your computer when you change your screen resolution (not that anyone did). XP is much better but it isn't perfect. It would be nice if you didn't have to restart it when you download a patch.
Nintendo didn't really think out the layout of the DS OS very well. Although it only takes a couple of seconds to reboot it can be annoying. Having to restart to leave Pictochat is just redicolous. Hopefully they can release a new version that people can update to over the online service that fixes all these.
The picture is funny but it doesn't look right. Ive never seen an error message on a PSP but id assume the screen just displays the error in the middle and get rid of all background images. That looks like a Windows error.
