First person is when you're viewing from the eyes of the character you're controlling, if you see the character you're controlling from the outside then it's third person. Second person doesn't happen in real games, it's the perspective from the characters that you're acting on (like enemies), and I've only seen it done in an indie game sort of as a proof of concept or something.

I think that I've played a 2nd person game before and it was that you can choose either side of the game at times. Like, you could change between hero and enemy.

and what game would that be?

and i didnt say that Gears was FPS, someone else did but they edited it out of their comment once i posted mine saying it was all third person.

On a new note, Greg Kasavin has left Gamespot to go into game developing. That means there is little reason any longer for me to care about Gamespot.

If it's one of those "decide your destiny" kind of changing, that's not 2nd person.
I'll try to clarify: 2nd person is when you are looking through the eyes of the character you're trying to kill (and it's not suicide), meaning you have no control over where you look, so you basically need to figure out how to keep your character in the view of the character you're trying to kill so you can see where you're aiming so you can kill the character you're viewing from.
The name of the 2nd person game I tried is 2ndPS Missing Inaction, you can download it from here.

psh sounds a little complicated, so basically its like looking at the "Kill Cam" in call of duty online

except in the real game

It's more complicated to explain than it is to understand once you see it in action, so give that game a run. You'll see why it's never been done in a real game, it's hard to stay on screen and when you're off you usually need to wait for your target to turn back towards you. I could imagine someone making a mod with the same concept, since mods are relatively easy compared to starting from scratch, UT2004 is probably the best for it.
