Three accounts per IP? What if they change their IPadress? Some CPU's change Ip automatically.

Well of course you'd be uptight about it. Regardless, you are correct. My own IP adress is constantly changing, so others could do the same...

All you need to do is disconnect your modem for maybe half an hour (depending on your ISP's DHCP settings) and plug it back in and you get a new IP, that is unless you happen to be weird enough to pay for the Static IP thing. That's why dialup users can so easily get around IP bans, because they're disconnected a lot and they often get several server numbers, so it's incredibly easy to change their IP.
I agree with the vote ban thing. If possible, allow only the best of members vote, probably as a group that mods/admins choose who can be in, and it will act sort of like a level below mod to help the forums work themselves out (to an extent of coarse) without mods or admins around.

We'll just make an "Elite" (or 1337... :D) member group, and only those in that will be allowed to vote for ban. Members would consist of VERY active members who have been with the site for at least six months (or something of the like). Yeah, details are a little sketchy, but it pretty much goes with what Pilot was saying about only allowing the "best members" to vote. Almost like... a member council (another idea?)!

Hmm, perhaps a minimum of 50 (or perhaps even 100) posts to be able to vote. That would easily eliminate the spammers from creating multiple accounts.

100 sounds better. But, I think it'd be better to have the members selected by either the other group members or mods. I mean, it's possible someone will just try to spam their way to 50/100 posts. Then again, that would just give the group something to do...

That's very much my point DSdude. If they manage to spam up 5 accounts past 100 posts, then they've got waaaayyy too much time.
